All India Council of Open Schooling (AICOS) is an “Open Schooling Council” an Minority Educational Institute, an autonomous National body to cater to the needs of a heterogeneous group of learners up to pre-degree level registered under Trust Act for for promotion and development pre-primary, primary, Secondary, Higher Secondary & Vocational Education in Open and distance mode and some of cases in regular mode on different stream under the NCERT and West Bengal Madrasha Education Department syllabus for generally Minority students.

All the financial requirements of the Council are met from the annual examination charges, Institutions affiliation fee, and student’s admission fee. The jurisdiction of the Council is extensive and stretches beyond the national geographical boundaries.

GENERAL RULES & REGULATIONS EXAMINATION
The final examination in theory and practical are held twice in a year at the end of the session December – January and June – July.
CERTIFICATION
Every successful declared student will be awarded Certificate by the All India Council of Open Schooling in each education programme.
Age & Sex
There will be no restriction of age, caste, sex, region, country under open and distance education system of the Council.
Medium
The medium of each education programme will be according to their Regional Language/ State Language/ Country Language. But Question Paper will be published only in English, Hindi & Bengali. Student can give answer in English/ Hindi or his/ her state language. But it should be mentioned earlier in the examination form.
Secondary Course This Course is equivalent to the Xth standard.
Senior Secondary Course
This Course is designed for those who have passed the Xth standard or equivalent examination from a recognized Council and would like to continue their education towards a Senior Secondary Certification, equivalent to XII standard.
Reservation:
Reservation will be given as per the appropriate Government Policy. The Student should submit, the testimonials along with their application forms to avail reservations under various course of AICOS. The Council provides reservation of seats for SC, Scheduled Tribes, and Students below Poverty Line, Other Backward Classes and Physically Handicapped Students, as per the Government of India Rules, for admission under its various courses.
Document Verification:
Verification of Documents like Admit, Mark sheets, Certificate, affiliations of Centres/Schools & Coordinators and all approval is done by the Administrative Office Only.

General Instruction for Students
*Check and satisfy necessary information about education programme / Council before admission, no responsibility of the institute/Council after that.
* Fees once paid should not be refunded or changed under any rule.
* Every student abides to and obtains to present rule and regulations and directions of the institute/ Council and also those which are to be enforced time to time.
* Any change of the rules & regulation directions by the exam body shall be acceptable to the student.
* The Council / Organisation run non-formal self-employment education programme only and not give any guarantee for further educational use or any job. Advised to success candidate that try to best self-job.
* If any document found bogus the admission and result should be cancelled automatically without any notice.
* If study material or documents will be lost in the post no responsible of the institute/Council.
* If student fails to deposit the fees in the due time the admission should be cancelled without any notice and any primary deposit fees should not be refunded.
* If any student/members/teachers/employees of any institute/centre have any dispute with the Council/institution it will be resolved through the committee appointed by the All India Council of Open Schooling under Indian Arbitration Act 1940. The decision of the arbitrator shall be final and binding on all parties, Direct Court will not be permissible.
* Note: (i) Admission forms received without supporting documents will be rejected and fee will not be refunded. (ii) If the secondary level examination is not passed from a recognized board, admission at senior secondary secondary level will not be considered. (iii) If you possess a High School/Secondary Certificate from any foreign Board/University and want to take admission to Senior Secondary course of AICOS, you will be required to attach a certificate from the concerned embassy to the effect that the examination passed by you is equivalent to the Indian High School/Secondary Examination.
Transfer of Credits (TOC) Facilities
(i) You will have the option to get the credit transferred to a maximum of two subjects, provided these subjects are passed in the last five years.
(ii) The credits will be given only in those subjects which are included in AICOS scheme of studies and the scheme of examination. TOC in the subjects having practical’s at Sr. Secondary level will be allowed only when you are passed in theory and practical separately.
(iii) You will have to give full details of the TOC subjects and marks obtained on the Admission Form. (iv)You will have to attach the original mark sheet issued by the respective Board. (v) You will have to pay requisite fee of an amount Rs. 550/- per subject for transfer of credit for the number of subjects in which TOC is required.
Dual Enrolment and part Credit Under this scheme if you are a learner who (a) is studying in a regular school, or (b) has already passed Secondary, Sr. Secondary or any other higher course from any Board/University, you can opt any subjects of your choices, to update knowledge and educational qualifications However, on passing, only the statement of grades will be issued, No other certificate will be issued in this case. Cancellation of Admission: You admission will be cancelled and fee paid will not be refunded on the following grounds:
Your admission form be cancelled
1. If the admission form is incomplete.
2. If the supporting documents are not complete.
3. If the fee paid is short.
4. If false documents have been submitted.
5. If required educational qualifications are not fulfilled.
6. If the minimum are criteria is not fulfilled.
7. If incorrect or wrong information is given.
Note: Admission once cancelled, will not be re-considered and fee paid will not be refunded under any circumstance.
AICOS will not be responsible if the request for admission is not considered on account of short payment deposited with the AI or if no seats are available with AI or if no seats are available with the AI.
Validity of Admission
Students seeking admission have to join on or before the due dates specified. Otherwise they will be given admission in the subsequent session.
Incomplete and Late Applications
Incomplete Registration/Examination Form or Form received after due date or having false information will be summarily rejected without any intimation to the student and the fees will be fore fitted. The applicants therefore are advised, to give true and fair information.
Scholarships and Reimbursement of Scholarship Fees
The Student belonging to the reserved category mentioned previously will have to pay the full fees at the time of admission. However, it will be subsequently returned on providing appropriate document.
Further, for students Below Poverty Line, appropriate document has to be produced at the time of admission, to avail the Scholarship.
Dispute on Admission
In case of any dispute, the place of jurisdiction of filing of suit will be Barunhat, North 24 Pargans, West Bengal.
Prevention of Ragging and other Malpractices Students who have taken admission at All India Council of Open Schooling are advised to keep in touch with the Regional Coordinators or Centres. If students interact with each other, then they shall do that at thier own risk and cost.
As per the directives of Hon'able Supreme Court of India, ragging is strictly prohibited and All India Council of Open Schooling opposes such type of practice. If any incident of ragging comes to the notice of the Council, then the student shall be given appropriate time to explain, failing which the Council can explain such student and all fees will be forfeited.
Use of unfair means
* If the Academic Council is satisfied that a candidate has made arrangements to obtain unfair help in connection with the question papers from any person connected with the examination centre or any agency within or outside the examination centre, the candidate is liable to have his/her results in the examination as a whole cancelled.
* Candidates who are detected in giving or obtaining, or attempting to give or obtain, unfair assistance, or who are otherwise detected in any dishonesty whatsoever, relating to the examination, will be reported to the Chairman and Secretary General of the Council and may be expelled from the examination room forthwith and refused admission to subsequent examination papers.
* The Supervising Examiner or any member of the supervisory staff shall seize the answer scripts in which the use of unfair assistance is detected/suspected.
* The Supervising Examiner shall send the seized answer scripts with a report giving the details of the evidence and the explanation of the candidates concerned to the Chairman and Secretary General of the Council without delay and, if possible, on the day of the occurrence.
* In case the candidates concerned refuse to give explanatory statements they should not be forced to do so, only the fact of refusal shall be recorded by the Supervising Examiner and attested by one/two member(s) of the supervisory staff on duty at the time of the occurrence, as the case may be.
* The Supervising Examiner has the discretion to permit such candidates to answer the remaining part of the question paper but on answer sheets that are separate from those in which the use of unfair means was detected/suspected.
* Candidates found guilty of: (a) bringing in answer sheets; or (b) taking out or attempting to take out answer sheets; or (c) substituting answer scripts or getting answer scripts replaced during or after the examination with or without the help of any person connected with the examination centre, or any agency within or outside the examination centre, shall be reported to the Chairman and Secretary General of the Council and their results in the examination as a whole will be cancelled.
* If it is subsequently discovered and the Academic Council is satisfied that candidates have either copied from other candidates or given opportunity to other candidates to copy from them or communicated with other candidates, their results in the paper or subject or subjects in question or their results in the examination as a whole will be cancelled.
* A candidate detected in approaching directly or indirectly an examiner or any member of the staff of the Council with the object of influencing him/her regarding any candidate's examination result shall have his/her result in the examination as a whole cancelled.
* Candidates found guilty of disorderly conduct or causing disturbance in or near the examination hall are liable to be expelled from the examination hall forthwith and will be refused admission for subsequent examination papers.
* Candidates are not permitted to have in their possession, while in the examination room, any book, memorandum or pocket book, notes, paper, mobile phones or wireless devices except the correct question paper.
* Candidates using slide rules as permitted by the Regulations must see that any information (formulae or other data) shown on them is securely covered. They must also return any incorrect question paper to the Supervising Examiner immediately.
* Candidates are not permitted to have in their possession any object or instrument which may be used as a weapon during the course of the examination.
* Candidates disregarding the above cautions are liable to have their results in the examination as a whole cancelled.
* Candidates obtaining admission to the examination on false representation shall be expelled from the examination hall forthwith and will be reported to the Police.
* Candidates who are impersonated shall be reported to the Chairman and Secretary General of the Council and their results in the examination as a whole will be cancelled.
* The decision in respect of the results of candidates who are detected/suspected of using unfair means may be delayed considerably and their results will not be issued with the results of other candidates.
* Candidates whose results in the examination as a whole have been cancelled may be debarred from entry to any subsequent examination.
Offence by a person other than Candidate
* The Chief Executive and Secretary of the Council may, if he so decides, hand over the case to the Police.
*In the case of a teacher or a person connected with an institution, his/her misconduct shall be reported to the Regional Coordinator.
* Entries for subsequent examinations may not be accepted from a Centre where any member of the staff has at any time committed any offence under these Regulations.
* If the Academic Council is satisfied that the use of dishonest means in a paper or papers has been widespread at a centre, the Academic Council reserves the right to cancel the results of all candidates of that centre in the paper or papers concerned, or of the entire examination as a whole at the centre if several papers are involved.
* For cases of use of unfair means not covered by these Regulations, the Academic Council may enforce penalties according to the nature of the offence.
Power to alter, cancel results, certificates, etc.
* The Chairman and Secretary General of the Council shall have the power to alter or cancel the results of a candidate after it has been declared, if: (a) the candidate is found guilty of having used unfair means; (b) a mistake is found in his/her result; (c) it is observed that an attempt has been made to alter the marks of a candidate by either tampering with the script or any other means.
* The Chairman and Secretary General of the Council shall have the power to cancel a Pass Certificate/Supplementary Pass Certificate which has been defaced or altered in any detail without the authority of the Council or which has been obtained by impersonation or by misrepresentation of facts or by fraudulent or dishonest means of any kind.

* Candidates who are detected in giving or obtaining, or attempting to give or obtain, unfair assistance, or who are otherwise detected in any dishonesty whatsoever, relating to the examination, will be reported to the Chairman and Secretary General of the Council and may be expelled from the examination room forthwith and refused admission to subsequent examination papers.
* The Supervising Examiner or any member of the supervisory staff shall seize the answer scripts in which the use of unfair assistance is detected/suspected.
* The Supervising Examiner shall send the seized answer scripts with a report giving the details of the evidence and the explanation of the candidates concerned to the Chairman and Secretary General of the Council without delay and, if possible, on the day of the occurrence.
* In case the candidates concerned refuse to give explanatory statements they should not be forced to do so, only the fact of refusal shall be recorded by the Supervising Examiner and attested by one/two member(s) of the supervisory staff on duty at the time of the occurrence, as the case may be.
* The Supervising Examiner has the discretion to permit such candidates to answer the remaining part of the question paper but on answer sheets that are separate from those in which the use of unfair means was detected/suspected.
* Candidates found guilty of: (a) bringing in answer sheets; or (b) taking out or attempting to take out answer sheets; or (c) substituting answer scripts or getting answer scripts replaced during or after the examination with or without the help of any person connected with the examination centre, or any agency within or outside the examination centre, shall be reported to the Chairman and Secretary General of the Council and their results in the examination as a whole will be cancelled.
* If it is subsequently discovered and the Academic Council is satisfied that candidates have either copied from other candidates or given opportunity to other candidates to copy from them or communicated with other candidates, their results in the paper or subject or subjects in question or their results in the examination as a whole will be cancelled.
* A candidate detected in approaching directly or indirectly an examiner or any member of the staff of the Council with the object of influencing him/her regarding any candidate's examination result shall have his/her result in the examination as a whole cancelled.
* Candidates found guilty of disorderly conduct or causing disturbance in or near the examination hall are liable to be expelled from the examination hall forthwith and will be refused admission for subsequent examination papers.
* Candidates are not permitted to have in their possession, while in the examination room, any book, memorandum or pocket book, notes, paper, mobile phones or wireless devices except the correct question paper.
* Candidates using slide rules as permitted by the Regulations must see that any information (formulae or other data) shown on them is securely covered. They must also return any incorrect question paper to the Supervising Examiner immediately.
* Candidates are not permitted to have in their possession any object or instrument which may be used as a weapon during the course of the examination.
* Candidates disregarding the above cautions are liable to have their results in the examination as a whole cancelled.
* Candidates obtaining admission to the examination on false representation shall be expelled from the examination hall forthwith and will be reported to the Police.
* Candidates who are impersonated shall be reported to the Chairman and Secretary General of the Council and their results in the examination as a whole will be cancelled.
* The decision in respect of the results of candidates who are detected/suspected of using unfair means may be delayed considerably and their results will not be issued with the results of other candidates.
* Candidates whose results in the examination as a whole have been cancelled may be debarred from entry to any subsequent examination.
Offence by a person other than Candidate
* The Chief Executive and Secretary of the Council may, if he so decides, hand over the case to the Police.
*In the case of a teacher or a person connected with an institution, his/her misconduct shall be reported to the Regional Coordinator.
* Entries for subsequent examinations may not be accepted from a Centre where any member of the staff has at any time committed any offence under these Regulations.
* If the Academic Council is satisfied that the use of dishonest means in a paper or papers has been widespread at a centre, the Academic Council reserves the right to cancel the results of all candidates of that centre in the paper or papers concerned, or of the entire examination as a whole at the centre if several papers are involved.
* For cases of use of unfair means not covered by these Regulations, the Academic Council may enforce penalties according to the nature of the offence.
Power to alter, cancel results, certificates, etc.
* The Chairman and Secretary General of the Council shall have the power to alter or cancel the results of a candidate after it has been declared, if: (a) the candidate is found guilty of having used unfair means; (b) a mistake is found in his/her result; (c) it is observed that an attempt has been made to alter the marks of a candidate by either tampering with the script or any other means.
* The Chairman and Secretary General of the Council shall have the power to cancel a Pass Certificate/Supplementary Pass Certificate which has been defaced or altered in any detail without the authority of the Council or which has been obtained by impersonation or by misrepresentation of facts or by fraudulent or dishonest means of any kind.
